It is a common problem in larger organisations when two divisions fight for access to resources or capital, over control of operations, recognition of their work or media attention. They can break out due to improper management further up the bureaucratic hierarchy.</p>
<p>Most people with a mental health disorder remain either untreated or poorly treated. The growing burden of mental illness and the huge unmet need present an unprecedented challenge in organizing, financing, and delivering effective mental health services.</p>
<p>Health care reform sees a central role for primary care in the delivery and coordination of services, especially for the chronically ill, and so provides a unique opportunity to better integrate mental health services into primary care.</p>
<p>Achieving this goal would make a substantial contribution toward expanding access to mental health services, improving the physical health of people with mental illness and the mental health of people with chronic physical illnesses, and addressing current health care inequalities for people with mental health problems, especially for those who are from racial and ethnic minorities.</p>

			<content:encoded><![CDATA[<p>A More Perfect Union&#8221; is the name of a speech delivered by then-Senator Barack Obama on March 18, 2008 in the course of the contest for the 2008 Democratic Party presidential nomination. Speaking before an audience at the National Constitution Center in Philadelphia, Pennsylvania, Obama was responding to a spike in the attention paid to controversial remarks made by the Reverend Jeremiah Wright, his former pastor and, until shortly before the speech, a participant in his campaign. Obama framed his response in terms of the broader issue of race in the United States. The speech&#8217;s title was taken from the Preamble to the United States Constitution.</p>
<p>Two hundred and twenty one years ago, in a hall that still stands across the street, a group of men gathered and, with these simple words, launched America&#8217;s improbable experiment in democracy. Farmers and scholars; statesmen and patriots who had traveled across an ocean to escape tyranny and persecution finally made real their declaration of independence at a Philadelphia convention that lasted through the spring of 1787.</p>

Bishop Jackson, an influential voice among the nation&#8217;s 100 million evangelicals, has shown a willingness to open his mind to opposing views, especially on climate control. Westen, author of &#8220;The Political Brain,&#8221; talks about how appealing to voters&#8217; emotions reaps bigger electoral rewards than hammering home policy proposals.</p>
